Complete Guide to the Gaimen Kirikae (Licence Conversion)

What is Gaimen Kirikae?

Gaimen kirikae (外免切替) is the process of converting a foreign driving licence to a Japanese one. It is available to foreign residents who hold a valid driving licence from their home country and can prove they drove there for at least 3 months after the licence was issued.

The October 2025 Changes

What Changed

  • Test increased from 10 questions to 50 questions
  • Pass rate requirement: 90% (maximum 5 wrong answers)
  • Time limit: 30 minutes
  • Format: TRUE/FALSE statements
  • Result: Pass rate collapsed from 92.5% to ~17-42%

Required Documents

✅ Valid foreign driving licence (original)
✅ Japanese translation of licence (from JAF or your embassy)
✅ Passport (showing entry stamps proving 3+ months in issuing country)
✅ Residence card (zairyu card)
✅ Photo (3cm x 2.4cm, taken within 6 months)
✅ Fee: approximately 4,000 yen

The Process

1️⃣

Document Verification

Submit all documents at your prefectural driving licence center. They verify your foreign licence and driving history.

2️⃣

Eye Test

Basic vision test. You need at least 0.7 combined vision (or 0.3 each eye with glasses).

3️⃣

Written Knowledge Test

4️⃣

Practical Driving Test

A short driving course at the licence center. You drive on a closed course demonstrating basic skills.

5️⃣

Receive Your Licence

If you pass both tests, you receive your Japanese driving licence the same day.
